LEONARD G. STRICKLANDExecutive Vice President

Mr. Strickland served in the Transportation Career Field for the United States Air Force for 23 years.

Mr. Strickland's initial experience in Government Contracting was in 1962 as consultant to the Vehicle Maintenance Branch at Wurtsmith Air Force Base, Michigan. In this position he was instrumental in obtaining the first Contractor Operated Parts Store (COPARS) at that installation. His second experience in contracting was at Moody AFB, GA, where he served as the Technical Representative to the Contracting Officer (TRCO) for a Vehicle Operations and Maintenance Contract. Mr. Strickland developed an upgraded Transportation Statement of Work (SOW), which improved specifications defining contractor responsibility in relation to the base mission. This effort led to Moody Air Force Base Vehicle Maintenance Branch being the first contractor-operated branch to be selected as "Best in the Air Training Command." That was the first and only contractor-operated vehicle maintenance and operation to ever receive such an award.

Mr. Strickland retired from the United States Air Force in 1978 and worked as a consultant for a Government Service Contracting firm that specialized in providing support services to the Department of Defense. At the end of the consulting agreement he was asked to accept a permanent position as Corporate Contract Manager. Within 6 months he had bid and won over $2.5 million in contracts and was promoted to Vice President of Operations. He was then promoted to Executive Vice President in 1983. In this position he was responsible for directing corporate marketing and operation activities, contract pre-award surveys, contract phase-in, contract management and prescribing courses of action for new business development in the Government Contracting arena, visited contract sites, gathered data for bid/proposal preparation and coordinated bid/proposal activities. Additional responsibilities included interfacing with Government Project Managers, meeting project goals and contract scheduling objectives, Industrial Security Officer, Safety Officer and Affirmative Action Coordinator. Mr. Strickland formed Allied Management of Texas, Inc. in March 1988 and served as President and CEO. Since its organization in 1988, Allied Management of Texas, Inc. experienced a high contract award rate, indicating Mr. Strickland's ability to acquire new business in the Government Support Service marketplace. Under Mr. Strickland's sole leadership, the company business portfolio included 16 contracts which, including options exercised or to be exercised, ranged from $7 million to $35 million dollars in only 4 years of operation. In addition, Mr. Strickland submitted several proposal efforts which were still outstanding. The total potential contract award value, including option years of the proposals outstanding, was approximately $17.5 million. The company's major contracts were Airfield Management, Aircraft Maintenance, Transient Aircraft Service, Transportation, Vehicle Operation and Maintenance, Housing Management, Fuels Management, Aircraft Refueling, Transportation Motor Pool (TMP) Operation, and Shuttle Bus Operation.

Mr. Strickland resigned and sold his share of Allied Management of Texas, Inc. and joined Marjorie Strickland in the formation of Phoenix Management, Inc., in August 1992. He serves as the Chief Executive Officer (CEO) and Executive Vice President and he has supervised from 25 to 900 personnel in all phases of contract performance. Mr. Strickland has extensive experience in managing: Vehicle Operations and Maintenance, Transient Aircraft Service, Aircraft Refueling, Bulk Fuels Storage, Airfield Management, Base Supply, Security Service, EMS Service, and Ground Maintenance.

Mr. Strickland is a past member of the Technical Marketing Society of America, and the National Defense Transportation Association, and an active member of the Government Contract Management Association.

Mr. Strickland attended the Community College of the Air Force and Our Lady of the Lake University, San Antonio, Texas. In addition, he has attended George Washington University and the University of Arizona, completing several courses related to Government Service Contracting.
