PMI Leadership

Marjorie Strickland, President

Ms. Strickland began her professional career in 1972 with the H. L. Ross Company, Inc., a Government Support Service Contractor, with their corporate office in Springfield, Massachusetts. Ms. Strickland was directly involved with the marketing, contract bidding and proposal preparation on a daily basis. Her efforts and expertise were directly responsible for the overall success of the company. more ...


Leonard G. Strickland, Executive Vice President

Mr. Strickland served in the Transportation Career Field for the United States Air Force for 23 years.

Mr. Strickland's initial experience in Government Contracting was in 1962 as consultant to the Vehicle Maintenance Branch at Wurtsmith Air Force Base, Michigan. In this position he was instrumental in obtaining the first Contractor Operated Parts Store (COPARS) at that installation. His second experience in contracting was at Moody AFB, GA, where he served as the Technical Representative to the Contracting Officer (TRCO) for a Vehicle Operations and Maintenance Contract. Mr. Strickland developed an upgraded Transportation Statement of Work (SOW), which improved specifications defining contractor responsibility in relation to the base mission. This effort led to Moody Air Force Base Vehicle Maintenance Branch being the first contractor-operated branch to be selected as "Best in the Air Training Command." That was the first and only contractor-operated vehicle maintenance and operation to ever receive such an award. more ...


Donna Giarratano, Executive Vice President/Chief Operating Officer

Donna graduated with a double major in Marketing and Management from Houston Baptist University. She managed a branch of Enterprise Rent-A-Car with a $1.75M inventory for 3 and a half years before joining Phoenix Management, Inc. (PMI) in 1994. She began as an on-site manager at a transportation motor pool in Savannah, GA, for one year prior to making a move to the corporate office in Austin, TX. Since joining PMI she has worn many hats - she's written technical and cost proposals for a large majority of current PMI services; also she has been a troubleshooter, a temporary on-site manager, trainer, operations manager, and most recently Chief Operating Officer. As Senior Vice President/Chief Operating Office at PMI, her current responsibilities include: handling all contract modifications; human resources, including contract start-up and close-down, hiring and firing, policies and procedures and personnel issues; industrial security management; Affirmative Action Management; internal investigation management; union negotiations; and day-to-day operations.


Gary Giarratano, Vice President, Marketing

As Vice President, Marketing, Mr. Giarratano orchestrates all aspects of Marketing and Business Development. His duties include reviewing, recommending and finalizing marketing department standards, policies and procedures. He also develops and implements the corporate strategic plan. Many of his daily activities encompass oversight and analysis of proposal development, technical writing, past performance, staffing and pricing. He also researches potential contracting opportunities and attends site visits. Lastly, he works closely with government personnel and PMI's teaming partners ensuring all contractual requirements are met, ultimately resulting in a successful Post Award Conference where contract management is turned over to PMI's Operations Department.

Donna Mosebar, Human Resources Manager

Donna joined PMI in May 2006 as the Human Resources Manager. She has over 20 years Human Resources Management experience, including seven years in the government services contracting industry.

Donna is responsible for labor relations to include labor negotiations, policies and programs covering employment, compensation, benefits, performance management, employee relations, recruiting and retention, and compliance with all applicable federal, state and local laws.

Donna has a Bachelor of Business Administration Degree from Texas State University and holds a Professional in Human Resources (PHR) Certification.


Marina Yeh, Comptroller

Marina Yeh joined PMI in July 2004 as the Corporate Controller. She earned her Master Degree in Business from Northern Illinois University in DeKalb, Illinois and has been working in the Accounting/Finance field for over 20 years. Prior to PMI, she worked primarily in the high-tech manufacturing and services industries in the Austin area. Her main goals at PMI are to lead the Accounting department with a positive attitude and to support the Marketing and Operation departments in achieving the highest standards.
